Are you our new Tender Consultant?

Do you want to help build a stronger purchasing awareness in Billund Municipality? We are a small team with many exciting tasks and high ceilings. The whole organization is our playground, in the Children’s Capital.

You will be part of a small team that works centrally with Procurement for Billund Municipality. Together, we coordinate and handle Billund Municipality’s tender process, contract implementation, support operational follow-up and prepare management information and analyzes.

Purchasing is part of Billund Municipality’s area for Finance, Personnel, Purchasing, Canteen and Internal Service. We consist of 42 employees and report to the Area Manager for Finance, Personnel and Purchasing.

Procurement receives support from several government organizations, such as the National Association of Local Authorities (KL), the IKA Association of Public Procurement and the State and Local Government Procurement Service (SKI). In addition, Billund Municipality is in the procurement community, Sydjysk Kommuneindkøb (SK) together with Varde and Vejen Municipalities, which by agreement prepare joint tenders and collaborate in a number of other areas. It is a small but strong purchasing community that is in a rapid development. We work professionally with purchasing. We give high priority to professional sparring and knowledge sharing – it is absolutely necessary to continue to be successful in our task solution.

The purchasing office has been given more responsibility – which is why we are looking for a new colleague. As a tender consultant with us, you get a broad portfolio of tasks and associated contact area – both among colleagues and suppliers, with a strong focus on SKI agreements and contracts made through our purchasing community. You will have a high degree of influence on your own everyday life and tasks.

Billund Municipality Purchasing today consists of a tender consultant who is on maternity leave, a planner who will start work at the beginning of 2022 and the head of Purchasing.

Primary work assignments:

The job means that you have to navigate between requirements and wishes from the users, the local political priorities and the opportunities in the market with the suppliers – and all within the legal framework that applies to public procurement. With the job as a tender consultant, you help to make a difference on the bottom line and for the municipality’s ability to provide service to the citizens. At the same time, you help to ensure that Billund Municipality is perceived as a professional partner for the companies we are in contact with.

Through professional collaboration with your colleagues, you will prepare tender timelines based on the relevant operational needs.
You will facilitate user group, steering group and purchasing community meeting according to the tender material as well as the execution of the tenders.
You will carry out tenders, tenders and agreements, both above and below the EU tender threshold. The tasks will primarily be related to purchases of goods and services.
You will advise colleagues outside Procurement in relation to the tender process, negotiation and understanding of needs, and will generally provide consulting assistance to the organization in matters concerning procurement.
You will work with the overall procurement process including: market analyzes, coverage of needs, tender material and requirements specification, tender evaluation and conclusion of contract, and contract management according to operational follow-up and the agreed framework for quality assurance.
You will be involved in the work of mapping and possibly. subject uncultivated areas to competition, including in particular services.
You will also be involved in discussions and planning on behalf of Billund Municipality in SK Indkøbsfælleskab.
You will help build a new and good team together with the other team members.
The above will be done with parallel clarification, participation and support from the head of Purchasing.

In general, you are fresh on coming up with ideas, suggestions for change and solutions in a workplace where there is a shared responsibility for all purchasing tasks to be solved professionally. At the same time, you enjoy participating in optimization projects, are good at listening and understanding different personalities and are interested in contributing to a good team spirit.

This is a permanent full-time position at Billund Municipality’s Town Hall in Grindsted.
